West Virginia certifies every individual HVAC technician

West Virginia has the strictest regime of any state in this directory. Since 1 January 2016, no person may perform or offer to perform heating, ventilating and cooling work in the state without an HVAC Technician Certification issued by the West Virginia Division of Labor, with no exemption for small or one-off jobs, and working without one can draw a cease and desist order. Separately, businesses bidding work above the state thresholds need a Contractor Licence with an HVAC classification from the Contractor Licensing Board. Both are annual renewals. That makes a licence claim from a West Virginia company unusually checkable: you can ask for the technician certification number of the person who actually turns up, not just the company licence.

One requirement applies everywhere regardless of state: anyone opening a refrigerant circuit needs federal EPA Section 608 certification. If a company offers to work on a sealed system without it, that is a reason to call someone else.
